EAC court throws out case against Tripartite Initiative

The East African Court of Justice (EACJ) has thrown out the case filed against Rwanda, Uganda and Kenya to stop the Tripartite initiative for lack of insufficient material.

The case which was filed in the court’s First Instance Division was put forward by three citizens of the United Republic of Tanzania who are seeking sanctions on the decisions taken by the three EAC countries in the absence of Tanzania.

In their petition, the Tanzanian nationals said that the agreements by the three states were against the protocol governing the formation of EAC.

However, the court on Wednesday found that the Applicants had provided insufficient material for the Court to make a decision which prompted the court to take the decision to adjourn the case until February 2014 when the petition file is full and all respondents in the case served.

The court also ordered the Applicants to file all the necessary documents in English which is the official language of the Community since all documents in support of the matter were in the Kiswahili language and had not been translated in accordance with Article 137 of the EAC Treaty.

The petitioners who include Hatibu Msanga, David Geofrey Makatha and John Adam Bwenda all of Arusha Tanzania claim that the Tripartite initiative is a breach of the EAC protocol.

The contested initiative brings together the three countries to fast track regional development through infrastructure, trade and political and economic integration.

At the inaugural Tripartite Summit held in Entebbe in June this year, leaders of Uganda, Kenya and Rwanda spearheaded different components of joint projects: Uganda committed to lead the railway development and political federation sector; Rwanda on customs, single tourist visa and East African Community e-identity card; and Kenya on the implementation of the oil pipeline and electricity generation.

Musime James, umukozi wa RGB ushinzwe gukurikirana ibikorwa bya JADF, avuga ko baganiriye cyane ku bikorwa bitandukanye bikorwa na RGB, cyane cyane ubushakashatsi bukorwa n’uru rwego, ndetse n’uko uru rwego rwakongererwa imbaraga.

Ati: “Twarebeye hamwe uko JADF yatezwa imbere ku rwego rw’umurenge cyane ko ku rwego rw’akarere imaze gufata intera ishimishije”.

Yongeraho ko basanze abaturage bakwiye gushyigikira ibikorwa by’uru rwego, kuko ari urwego rutwara ibibazo byabo aho bigomba kugera, maze rukagarukana ibisubizo.

Muri ibi biganiro byari biyobowe na senateri Fatu Harelimana , hatanzwe ubuhamya hagaragazwa uburyo ibyishwe amoko bigenderwaho mu Banyarwanda ntashingiro bifite ahavuzwe imiryango igaragaramo abayigize nyamara ugasanga badahuje ayo moko.

Kuri uyu wa gatatu tariki ya 20/11/2013, nibwo mu karere ka Rulindo hatangijwe gahunda ya Ndumunyarwanda ,gahunda yatangiriye mu bayobozi b’inzego z’ibanze, kuva ku nzego z’utugari, abayobozi b’amadini, abayobozi b’ibitaro n’amavuriro n’abayobozi b’ibigo by’amashuri.

Mu biganiro aba bayobozi bagiranye bose bagiye bagaruka ku buryo iyi gahunda ishimishije kandi izafasha abanyarwarwanda gutera intambwe igana ku bumwe n’ubwiyunge.

Vice perezida w’inteko ishinga amategeko umutwe w’abadepute Kalisa Evaliste atangiza iyi gahunda, yabwiye abayobozi muri aka karere ko igamije kubafasha kubohoka,bunva cyane ko ari abanyarwanda, kurusha uko biyunvamo ubwoko.

Yabwiye abayobozi ko mu gihe cyose umuntu akibaswe n’amateka ntavugishe ukuri ugasanga araca ibintu ku ruhande rw’ibyabaye kandi wenda atigeze anagiramo  uruhare ari byo ahanini bituma abanyarwanda batabasha kubohoka ngo biyubakire igihugu bahuje umutima.

Yabasabye kwisanzura bakaganira mu minsi ibiri bagiye kumarana ,bakabwizanya ukuri ku byabaye,ngo nabo kandi bagende bafashe abo bayobora.yababwiye ko mu gihe ubwabo batari bisanzura,ngo babohoke nta na kimwe babasha gufasha abo bayoboye.

Yagize ati “Kutavugisha ukuri mu banyarwanda biracyari ikibazo, haba mu madini ,haba mu buyobozi bwite bwa leta,usanga abantu batabasha gutobora ngo bavuge,ibi kandi nta kimwe byazadufasha muri iyi gahunda.Bayobozi nimubihoke mubone n’uko mufasha abo muyobora murebe ukuntu abanyarwanda bagira amahoro bagakora bakiteza imbere,batabaswe n’ibyabaye mu mateka yabo.”

Yakomeje ababwira ko bo ubwabo nk’abanyarwanda kuko bazi icyo bashaka ,ari nabo bagomba kuyishyiramo imbaraga,ngo kuko abanyarwanda bazi neza ibyababayeho kandi n’utabizi neza akaba afite ibyo yunvanye abayeyi be kandi biba bifite ukuri.

UN Secretary-General Ban Ki-moon has condemned the attacks that left one Rwandan peacekeeper dead

A Rwandan peace keeper working under the African Union-United Nations Hybrid Operation in Darfur (UNAMID) was on Sunday November 24, 2013 killed in an ambush near a place called Kabkabiya, North Darfur.

According to the Rwanda Defence Force (RDF) communiqué, The Non-Commissioned Officer serving in Rwanbatt 40 (31 Infantry Battalion) was killed in line of duty, while serving the people of Darfur.

It is reported that the yet-to-be named peacekeeper was with 60 RDF Soldiers escorting a convoy to Kunguru from Kabkabiya when they were ambushed by unidentified armed assailants.

“He heroically confronted the assailants, but was fatally wounded. He was evacuated to Level II Hospital where he unfortunately died,” reads the statement in part.

Meanwhile, UN Secretary-General Ban Ki-moon has condemned attacks against the peacekeeping mission in Darfur and urged the Sudanese government to take swift action to bring the perpetrators of this and previous attacks on UNAMID to justice.

Ban expressed his sincere condolences to the family of the fallen peacekeeper, and to the government of the Republic of Rwanda.

Established by the UN Security Council in 2007, UNAMID is in charge of, among other tasks, the protection of civilians and helping maintain security for humanitarian assistance in Darfur.

Fighting between rebel groups and government forces and allied militia in this area since 2003 has led to the deaths of about 300,000 people and caused nearly two million more to be displaced.

From 1441 to 1888, a period 450 years, more than 29 million black Africans were terrorized and kidnapped from their virgin homelands and transported across the different oceans as slaves in a carefully planned operation. It was meticulous, discreet and handled by players who knew what would exactly follow. Though the exact number of victims will never be known, the degree of savage cruelty endured, and the consequences the barbaric trade left for Africa will never go away. Unfortunately today Africans themselves have forgotten the human plunder and mass atrocities against black Africans.

The owners of transatlantic ships made a fortune. Slavery created and then relied on a large support network of shipping services, ports, and finance and insurance companies. New industries were created, processing the raw materials harvested or extracted by slaves in the Americas. Along the west coast of Africa, from the Cameroons in the south to Senegal in the north, Invaders built ‘Doors Of No Return’ at Goree Island (Senegal), Bagamoyo and Zanzibar (Tanzania), Island of Mozambique, and hundreds others around Africa’s coast. These forts were no different from abattoirs for butchering Africans.

Africans were often treated like beasts during the crossing. Because a small crew had to control so many, cruel measures such as iron muzzles and whippings were used to control slaves. Over the centuries, at least three million persons died in the Atlantic crossing alone. This meant that the living were often chained to the dead until the corpses were thrown overboard. And then suddenly as the Africans got to understand the scale by looking at the petit materials exchanged for their children, the slave traders needed a new source of income.

By 1870, just about 10% of the continent was under direct European control, with Algeria held by France, the Cape Colony and Natal (both in today’s liberated South Africa) by Britain, and Angola by Portugal. And yet by 1900, European nations had added almost 10 million square miles of Africa – one-fifth of the land mass of the globe – to their overseas colonial possessions. Invaders ruled more than 90% of the African continent.

One of the chief justifications for this so-called ‘scramble for Africa’ was a fake desire to stamp out slavery. The Invaders and Americans, the sole beneficiaries of the barbaric abuse of Africans, had to find somebody to blame. In May 1873 at Ilala in central Africa, celebrated colonial mastermind David Livingstone opened the blame phase by claiming slave trade had to be stopped because the Arabs inhumanely treated Africans. Livingstone even had a better formula of how to “liberate” Africa using the ‘three Cs’: commerce, Christianity and civilization. It is from this chemistry of “Cs” that Africa has ended up inhuman economic ghost it is today.

In a New York Times Op-Ed (22nd April 2010), author Henry Louis Gates Jr wrote: “While we are all familiar with the role played by the United States and the European colonial powers … there is very little discussion of the role Africans themselves played. And that role, it turns out, was a considerable one, especially for the slave-trading kingdoms of western and central Africa.”

The slave trader’s descendants are telling us ‘we had nothing to do with your demise’, blame it on yourselves. Why do Africans have to accept this state of affairs? Why do Africans in the first place teach this kind of twisted history to their descendants? If the “slave-trading kingdoms” as author Henry Louis Gates Jr calls them, were to blame, then why were Kings like Kabalega of Buganda banished? Why were tens of thousands of Mau Mau Kenyans slaughtered? Here is why; the next phase of the European orchestrated genocide was in the making; colonialism!

In Uganda, the 1900 Buganda agreement stated that the British laws imposed on Uganda would not be applicable over Buganda “in so far as they may in any particular conflict with the terms of this Agreement in which case the terms of this Agreement will constitute a special exception”. The Baganda were blinded to believe that their Kingdom was superior to all the others, and above all, Uganda. The strategy had worked!

By 1960 Buganda had outlived its usefulness. Six years later, Kabaka Mutesa II was deposed as Kabaka, and deported out of Uganda by the Northerners headed by Milton Obote. The north was the new poster boy as they had the guns because they were the army. The Kabaka died a lonely death in 1969 at a flat in London. Obote would also later learn that he was only a pawn on a much bigger chess board. At a Commonwealth summit in Singapore held from January 14 to 22, 1971, British Prime Minister Edward Heath stated that “those who are condemning the British sale of arms to South Africa, some of them will not go back to their countries.” The British had clearly orchestrated the coup against Obote and replaced with Idi Amin, one of the most barbaric criminals who they viewed as “someone we could do business with”.

In Algeria, nearly 2million Algerian Muslim Arabs were tortured and massacred as they fought to kick out their colonial master France who pumped Algerian oil out of their country like it was a gas station in Paris. Independence leaders were assassinated and more controllable brands were installed, only to also be thrown out in similar fashion. The same script took place across all Africa.

Moving further afield, the same anti-people forces silenced the American civil rights leader Martin Luther King Jr. It really isn’t that surprising a thing to expect the power-givers and takers to kill someone who threatened their authority and had the power to organize millions to protest it. Tens of millions joined his campaign against poverty wages and ruthless working conditions. Dr King fought against unending wars. It is his power to organize protests that threatened UNCLE SAM’s interests as they were profiting from the wars. When the human cargo was loaded onto the ships, the slave traders took off the ballast they’d brought from England. The pebbles are still scattered all over the shores of Bunce Island, in Sierra Leone.

Vultures fighting for Rotting Congo

Today, the immediate exploitation of “success” against the M23, by combined force of all sorts of armies, has been to voice concern against the disarmament of the FDLR by the neo-colonialist. The little-known « Kanyarwanda war » was the first public display of anti-Tutsi sentiment in post-independence Zaire. It lasted from 1963 to 1966 and resulted in large-scale massacres orchestrated by the politicians installed in Kinshasa. The war focus was the newly created “provincette” of North Kivu, one of the three entities that once formed Kivu province.

The crisis in east DR Congo has suddenly taken a different turn as M23 group is defeated militarily. One wonders whose victory this is – Congo’s army (FARDC), Rwandan rebels FDLR, the United Nations or just one of those battles won by the colonialist governors eager for another slice from part of rotting Africa. To have a better understanding of what happened in east DRC in the past 20 months, we should not lose sight of 1994 when the pitched battles of the interahamwe genocide militia were explained as criminals carrying out isolated mass killings. It was not until the genocide against Tutsis had been stopped that the world understood the scale. The genocide ideology was designed and nurtured by the same neo-colonialists particularly the French and Belgians until its unsuccessful conclusion.

Twenty years on, the FDLR genocide militias have exploited unwarranted sympathy that has been publicized by the very colonialist forces whose primary investment is to use them as political and military mercenaries against a small African nation of Rwanda. As has been the agenda over the past 20 years, the immediate benefit will be another attempt to re-ignite the unfinished genocide.

At the 1971 UN General Assembly as the seeds of genocide ideology were sowing, Rwanda President Gregoire Kayibanda delivered this message: “The Hutu and Tutsis are two nations in a single state… Two nations between whom there is no intercourse and no sympathy, which are as ignorant of each other’s habits, thoughts, feelings as if they were dwellers of different zones or inhabitants of different planets”.

Ironically, the closest aide of the same President Kayibanda, his wife, was a so called “Tutsi”. She had prepared his briefcase carrying the writing pad in which the same message condemning her was stored. Despite the openly genocide statement, nobody raised a finger, and Kayibanda’s godfathers shook their heads in approval. Their plan was going as designed!

The same colonialists created an occupation army with 22,000 men in uniform and costing $1.4 billion a year, the world’s biggest and most expensive peacekeeping operation. When FDLR trounced on villagers, nobody said anything, but when Tutsis rise up against abuses targeted at them, the same MONUSCO, suddenly has exploding love for “civilians”! What else can this state of affairs be described other than pure double standards at best?

Africa’s unsung heroes

In Zaire, the powers-be eliminated Patrice Lumumba in January 1961 because he wanted total independence of his country. The lives of African liberators Rwagasole of Burundi, Abdel Nasser of Egypt and John Muhima Kale of Uganda were decimated by the same forces that remain determined to keep Africa a victim of colonial horror.

According the Daily Monitor article of Dec. 2nd 2012, from Egypy Kale went to the UN General Assembly and submitted a petition for the UN Trusteeship to prepare Rwanda-Burundi for independence. Kale successfully defended the Rwanda-Burundi independence petition on November 17, 1958 and December 5, 1958, to start the independence programme. Kale was banned by the Belgians from ever stepping in Rwanda. He told the UN that Rwanda had no political borders and its people historically moved to and from within the region. That the Rwanda problem was political borders imposition and rearing Rwandans as labourers for Belgians in Congo. Kale died in a plane crash on August 17, 1960 at Kiev, Ukraine, on his way to Moscow, in the then Soviet Union. UNCLE SAM’s weapon of colonialism refused him a platform. His anti-colonial campaigns linked him close to other Pan Africanists like former Egypt’s President Abdul Nasser Jamal.

The Kenyan Mau Mau independence movement was eviscerated like rats. At the peak of their struggle, in April 1952, on Sir Evelyn Baring orders, 200,000 Kenyans were round up into 150 concentration camps littered around Kenya. The routine was severe beatings and assaults in systemized violence which had been approved at the highest levels of the British Government. In the course of interrogations guards would hang detainees upside down and insert sand and water into their anuses. And when the victims of these heinous sought redress in London court recently, all we could see was a media stampede to sanitise Britain.

Why does the world choose to be shamelessly selective in defining and condemning the minimum norms of human rights? How can we allow the colonialists to take us back to the dark days of African patriots whose demise facilitated unhindered proliferation of undemocratic forces and freelance spread of genocide ideology in the region? Why do these adventurists want to remind us of the barbaric acts of slave trade whose museum in Freetown is a display of what was left from their industrial dividends?

The neo-colonialists have occupied sovereign nations in the name of promoting democracy, but when people of Kenya elect their leaders, the goal posts are moved. The so called democracy is undermined with push for prosecution at the International Criminal Court. When will legitimate vote of a people count? Why should they vote, and then suddenly, the vote doesn’t count! There is no doubt the ICC was designed to target Africa and remains the most demeaning neo-colonialist instrument.

Genocidal forces are now the victims!

The fundamental reason for the poverty and underdevelopment of Africa – and of almost all “third world” countries – is neo-colonialism. The agents of the system will do everything possible to hide their guilt because they don’t want the young generations to learn and know the history. It is the same agents that have kept a lid over the 1994 genocide against Tutsis in Rwanda, a creation of the French establishment, by financing the genocide negationist lobby.

French officers directly commanded the pitched battles against the Rwandese Patriotic Army (RPA) which was single-handedly struggling to stop the genocide. Instead of condemning and silencing the interahamwe guns which were slaughtering children, the interahamwe supporters were commanding the genocide militia to counter the RPA advance! So the French were fighting to save the killers and destroy the dead! The French and Belgians have never hidden their antipathy to the RPF. The French allowed thousands of known genocidaires, to transit the Zone Turquoise, escaping the tightening noose of the RPA.

The killers reinvented themselves as leaders of refugee camps, supported by international aid agencies, under UNHCR auspices. International obligations under the humanitarian law and the Genocide Convention were subjugated to a general desire to save lives. The guilty were fed alongside the thousands of children whose images haunted Western television viewers. The administrative structures that had facilitated the massacres of Tutsis in Rwanda were reproduced in the camps.

A similar explanation is being advanced in an effort to sanitise the FDLR. Their neo-colonial supporters are explaining their existence as a force that has evolved and currently comprises people who were born after the genocide.

In the next episode of this text, I will pinpoint in detail the economic plunder of Africa is taking place from DR Congo, Kenya, and Gabon to Chad, Mali, and down to Angola. As the continent is swept clean of any resources, the poor Africans are left to the dogs. I will ask why King Leopold policy of chopping off the hands of hundreds of thousands of Congolese for rubber is being silenced.

Plus de 1000 participants attendus dans la 11e édition du « Dialogue National »

A moins de deux semaines, les préparatifs de  la 11e édition du « Dialogue National » qui sera placé sous le thème de « L’esprit rwandais : la fondation pour le développement durable », vont bon train. Le gouvernement du Rwanda intensifie les préparatifs de ce dialogue national annuel qui aura lieu du 6 au 7 Décembre 2013 dans le bâtiment abritant les deux chambres du Parlement rwandais (CND), à Kigali. Communément appelé « Umushyikirano » en langue nationale, ce grand événement annuel  qui dure deux jours est chaque fois rehaussé par la présence du président Paul Kagame.

Le dialogue national est une plate-forme où les autorités du pays au niveau central et local, discutent et échangent avec les communautés rwandaises du Rwanda et celles de la diaspora, sur les questions relatives au développement national et du bien-être social. C’est une occasion pour les Rwandais de tous les niveaux d’échanger sur les projets de société, du progrès de l’autonomie économique du Rwanda. Différentes présentations seront faites par les membres du gouvernement, la société civile, les collectivités locales, les entreprises, les diplomates, les médias, les ONG et les citoyens.

« Umushyikirano » est un événement annuel présidé par le Président du Rwanda qui donne une occasion à tous les Rwandais de tous les horizons une possibilité de poser des questions directement à leurs dirigeants. Ce forum qui est aussi une façon de rendre compte et d’être transparent, est l’un des principes même de la démocratie.

Grâce à l’utilisation de nouvelles technologies de la communication et informations (ICT), ce dialogue national qui rassemble un millier de participants permet aussi à d’autres millions de Rwandais un peu partout dans le monde de suivre en direct et de poser des questions.

La population peut participer soit par l’envoi des messages courts (SMS) à partir de leurs téléphones portables, un coup de fil ou tout  simplement grâce aux réseaux sociaux comme Twitter ou facebook. Chacun peut proposer une idée ou poser une question jugée pertinente.

Non seulement les médias locaux et internationaux couvrent cet événement mais aussi la diffusion en directe de ce qui se passe par le biais de la radio et de la télévision nationales (RBA) en direct par livestreaming, les médias sociaux…

Le dialogue national de cette année est un point culminant d’une période marquée par la semaine de la célébration de la 6 Edition de l’ « Unité  et la Réconciliation ». Préparée par la Commission de l’Unité et Réconciliation, l’année de 2013 a été placée sous le thème de « Ndi Umunyarwanda ».

Une occasion encore une fois pour les Rwandais de se dire la vérité sur leur passé en rapport avec la division ethnique avec comme paroxysme, le Génocide contre les Tutsi en 1994. Le résultat escompté doit partir d’une base solide pour bien construire un avenir meilleur pour les générations futures sans haine ni division ethnique. C’est dans ce même ordre d’idées qu’au nom des Hutu, les autorités commencent à demander pardon aux Rwandais surtout aux Tutsi, victimes du génocide. Cette démarche devra descendre jusqu’au niveau le plus bas de la population.

Cette plateforme nationale qu’est le Dialogue national est prévue par la constitution de la République du Rwanda en son article 168. Il s’agit d’un cadre d’échange sur les questions d’importance nationale.

Rappelons que lors du 10e dialogue national, les participants ont discuté sur les questions relatives au Rwanda, un pays qui se veut autosuffisant économiquement et politiquement. Le thème proposé en 2012 était «Dignité, notre objectif est de s’auto-suffire».

Rwanda pioneers use of non-surgical circumcision method

Rwanda has become the first country to launch a nationwide scale-up of non-surgical adult male circumcision method (Prepex) to reduce the rate of HIV infections

Adult men will be able to access the Voluntary Medical Male Circumcision (VMMC) services which now targets over 700.000 adults (between 15-49 years) in the scale up program.

The non-surgical method was launched on November 26, 2013 in Kigali by Rwanda’s Minister of Health, Dr. Agnes Binagwaho.

The method was developed by Tzameret Fuerst, who are medical experts and co-founders of Prepex. It was first tried in Rwanda and has also been fully approved by the world health organization after a three year clinical and rigorous evaluation process.

Though the country’s HIV prevalence is at a low rate (3percent), the Minister of Health Dr. Agnes Binagwaho says that the method is timely and will enable the country to have a grip on the scourge by preventing more infections and enabling the infected ones to get assistance.

“This method is the first of its kind that will scale up the VMMC services and curb the rate of HIV infection in Rwanda.  We will deploy it along other existing methods of prevention coupled with behavioral change initiatives,” Dr. Agnes Binagwaho said.

The minister also stated that though Rwanda has been the first country to use the method, the problem of HIV/Aids is a crosscutting issue that calls for the involvement of everyone.

She said that Rwandans have showed a lot of interest in the Prepex method despite the fact that the country is limited by resources to meet the demand.

According to the Minister, government will open up more health centers, mobilize and train more human resource to provide the services at all community levels, and also solicit the funds needed to actualize the set goals of promoting male circumcision.

Studies have showed that voluntary medical male circumcision reduces risks of heterosexually acquired HIV/AIDS infections by roughly 60 percent.  In 2007, international health experts announced plans to circumcise 80 percent of male adults (20 million men) in 14 countries in south and eastern Africa- which are hit hardest by HIV.

Prepex becomes the first device for adult circumcision to receive WHO approval and according to US Global AIDS coordinator Ambassador, Eric Goosby – it is believed to be “a method that will truly save lives”.

The UNAIDS estimates that the circumcision effort would prevent 3.4 million HIV infections and it will need about $16.5 billion for the goal to be achieved.

Joséphine Iyamuremye wouldn’t mind if her daughter, Jeanne Umulisa decided to marry
in a different ethnic group from hers

On a chilly Tuesday morning, Joséphine Iyamuremye and her daughter, Jeanne Umulisa, sit down in a garden in front of their house in Ngera sector of Nyaruguru district, Southern Rwanda. The pair has barely arrived home from the field where they had gone to harvest sweet potatoes for the day’s lunch.

They have agreed to set aside a few minutes before they embark on their cooking task to talk about the current, national “Ndi Umunyarwanda” (“I am a Rwandan”) programme.

Through the newly introduced “Ndi Umunyarwanda” concept, Rwandans are urged to talk about the history that has characterized their country in order to face the effects the history caused and prevent other factors that can potentially set Rwandans apart again.

“I heard it [Ndi Umunyarwanda programme] over the radio. It is a good programme because it does not seek to discriminate people along ethnic lines which were the cause of what happened to us in the past,” said Iyamuremye.

Indeed Iyamuremye, 63, has bad memories of Rwanda’s history which was marred with ethnic divisions, among other ills.

In 1959, her parents had to flee to neighbouring Burundi for their safety as a result of a national, systematic campaign to get rid of Tutsis – what some scholars have dubbed “the 1959 Revolution”.

Having spent 35 years in exile in Burundi’s Muyinga province, where she got married to another Rwandan refugee and had all her eight children born as refugees, she came back to Rwanda – a country she had left when she was about nine years old.

In 1994, shortly after then Rwanda Patriotic Army (RPA), now Rwanda Defense Forces (RDF), halted the Genocide against the Tutsis, Iyamuremye returned to mother land.

“There was time when people talked about ethnic groups and they gave it much value. But today with Ndi Umunyarwanda programme, there is rather this spirit of togetherness and being one Rwandan people”, Iyamuremye added, smiling.

“Of course because of historic imprints, people still know their so-called ethnic groups. And this daughter of mine does, too. But the so-called ethnic groups are now of a historic meaning. We no longer value them. The most important thing today is our Rwandan identity. If my daughter falls in love with someone from another so-called ethnic group, they can get married. No problem,” she said. Her daughter, 19-year-old Umulisa, nods in agreement to the mother’s statement.

“If parents no longer give value those so-called ethnic groups, how can we as children? We cannot do that either”, said Umulisa, who pursues her studies in languages and literature at the nearby Groupe Scolaire de Liba.

More unity and reconciliation in the pipeline

According to 76-year-old Vincent Kanamugire, a resident of Mukuge cell, still in Ngera sector, the Ndi Umunyarwanda programme will help seal the so far laudable achievements of the national unity and reconciliation programme.

“The Genocide happened because of ethnic division. And with Ndi Umunyarwanda programme, the way I understand it, there is no more Hutu, Tutsi or Twa. So if we meet on the road, we can walk chatting as Rwandans without minding about who is who – and this reinforces our unity and reconciliation”, said grey-haired Kanamugire, who now uses a wooden stick to help him walk.

“There used to be an indication of ethnic identity in the National ID and people were discriminated basing on that. But that is no more. We now talk unity”, the old man hastened to add as he trekked to visit a friend in his neighbourhood.

This area, formerly known as Gishamvu commune, is home to Jean Kambanda, Rwanda’s Prime Minister in the interim government at the time of the Genocide against the Tutsis in 1994. Convicted by the Tanzania-based International Criminal Tribunal for Rwanda (ICTR) of masterminding the Genocide, among other charges, he is now serving a life sentence in Mali.

In a country like Rwanda where some high-ranking officials during the Genocide made sure the death toll reached the peak especially in their native communities, the two families in Ngera sector are somewhat an great indication of how Rwandans are reconciling with their past nearly 20 years since the Genocide claimed over a million Tutsis.

The latest figures from the National Unity and Reconciliation Commission suggest that 80 percent of Rwanda’s population of about 11 million people have now reconciled. And the Rwandan government is committed to achieving much more in the same regard.

On Monday, while speaking at the launch of the national “Unity and Reconciliation Week” in neighbouring Rusenge sector, in Nyaruguru district, Dr Alexis Nzahabwanimana, Rwanda’s State Minister in charge of Transport, urged thousands of Nyaruguru residents to value the Rwandan identity above all other things, such as the so-called ethnic groups.
