Kagame to attend Clinton Global Initiative 2013 Annual Meeting in New York

Clinton Global Initiative  has declared that the US President Barack Obama and Former President Bill Clinton will Hold Conversation on Health Care at 2013 CGI Annual Meeting Sept 23-26 in New York City in which  Rwandan President Paul Kagame is invited  

President Kagame and other distinguished World leaders expected to take part in the conversation will also engage in the benefits and access to quality health care around the globe. President Barack Obama and Former president Bill Clinton will also focus on future of health care reform in America, a discussion that will be commenced by President Obama and Bill Clinton on Tuesday September 24th

The conversation will be preceded by a session hosted by Chelsea Clinton in which key leaders and CGI commitment-makers will discuss the importance of investing in prevention to tackle the rise of non-communicable diseases, such as cancer and diabetes. This is part of the newly announced lineup of global leaders announced by President Clinton, Former Secretary of State Hillary Rodham Clinton, and Chelsea Clinton.

The President of Rwanda Paul Kagame and more than 60 current and former heads of state are set to convene under CGI’s 2013 theme, “Mobilizing for Impact,” which will help them effectively advance goals such as increasing entrepreneurship among women and youth and creating communities that are more resilient to climate change-related disasters.

For Americans, hundreds of high-level government leaders are confirmed to participate in this year’s Annual Meeting along with President Obama, where they’ll devise solutions to global challenges.

Rwanda has set an exemplary in most countries in the world. The country has a hearth insurance scheme known as Community –based Health insurance (CBHI or Mutuelle de Sante) the project has been proved to be potential and powerful at combating medical service problem among the Rwandan population.

We must show courage to go Beyond

President Paul Kagame has called upon world leaders to look beyond the Millennium Development Goals that were set for 2015 and argued for a post-2015 agenda that goes beyond poverty reduction.

The president made the call ahead of the UN General Assembly that will convene to discuss the post-2015 agenda in New York. In his article that was published by Aljazeera, Kagame said that in defining the post-2015 agenda, leaders must also show courage to go beyond the MDGs. “For Rwanda, the MDGs are a floor, not a ceiling,” he wrote.

According to the Head of State, the post-2015 agenda also demands developing nations to take greater ownership of their destiny. “For too long Africa has been a silent continent; now, buoyed by economic and political progress, we are beginning to show our true potential. And much of this has been achieved through home-grown solutions,” said Kagame.

He explained that throughout Rwanda, citizens meet to agree on key development priorities for their village – a new road or classroom, a bridge or a well. The President sees this as developmental ground that involves concerned population that does not need illusions but tangible instances.

“We have found that empowering local leaders, while demanding accountability, is an effective catalyst for development.  As well as helping ensure development meets the needs of the population, it builds capacity at a local level and gives citizens a meaningful stake in their future.”

President Kagame preached against focusing on poverty reduction alone: “It is simply not enough to focus on poverty reduction. This is why whenever we talk about development we talk about wealth creation and growth.

It is why we continue to invest heavily in education and new technology. For many African nations, the youth is our greatest resource. And by investing in their success – giving them access to learning, laptops, fibre-optic broadband 4G networks – we can lay the foundations for future defined by possibilities, not despondency and desperation”.

In a bid to develop a mining industry that is modern, efficient and responsive to global mineral markets, the government of Rwanda has issued its first International Conference of the Great Lakes Region (ICGLR) Mineral Export Certificate.

The certificate was issued today, November 6, at the shipment of Rutongo Mines limited located in Rulindo District in the Northern Province.

The ICGLR mineral tracking and certification scheme aims at finding a solution to the problem of illicit trade in Tungsten, Tin, Tantalum and Gold.

This kind of certificate accompanies each exported shipment of designated minerals that has been certified and the certificate further serves as the guarantee to purchasers that a mineral shipment is conflict free and meets all other ICGLR standards.

According to the State Minister in charge of Mining, Evode Imena, Rwanda participated in the designing of the ICGLR Regional Mineral Certification Mechanism and integrated it into its legal framework in April 2012.

“We have put in place all requirement expected of member states, to implement the ICGLR Regional Certification Mechanism,” said the Minister.

The certification process, the Ministry of Natural Resources says was developed in consultation with concerned stakeholders that include member states, regional producers, traders and exporters, regional civil society, international industry and international civil society.

The purpose of ICGLR mineral tracking and certification scheme is to provide for sustainable conflict- free mineral chains in and between member states of the international conference on the great lakes.

It will also promote the mineral sector by establishing common regional standards for transparency working conditions, environmental performance and community consultation.

With this development comes the availability of the Analytical Finger Printing (AFP) database from about 300 mine sites which will be used by the Independent Mineral Chain Auditor when the procedure becomes operational.

Member states are obliged to examine each export of designated material including all the supporting documentation concerning chain of custody and mine of origin before issuing a certificate.

Mes pensées sur le Concept « Ndi Umunyarwanda » : une thérapie et une vaccination

Il ya presque 3 ans, j’ai écrit un article qui a été publié dans le Quotidien The New Times dans lequel j’ai parlé de mon expérience politique depuis 1994.

En tant que diplomate rwandais se trouvant à l’étranger, cette année, j’ai eu la chance de suivre à la télévision rwandaise (RTV) à travers CANAL SAT, le « YOUTH CONNEKT DIALOGUE », un programme initié par la jeunesse et organisé par IMBUTO Fondation et j’ai trouvé cet événement très inspirant pour tous les Rwandais et en particulier les jeunes qui constituent l’espoir et l’avenir du pays.

Il y a quelques jours, j’ai suivi à travers les médias, l’événement de « NDI UMUNYARWANDA » organisé par Unity Club lors de son 6e Forum à Gabiro. J’ai trouvé que les Rwandais, sous l’impulsion de leur leadership, continuent de créer des mécanismes innovants pour construire leur société sur une base solide.

Le concept « Ndi Umunyarwanda » est venu après la clôture des Juridictions Gacaca mis en place en 2005 pour faire face au casse-tête judiciaire des criminels du génocide contre les Tutsi. Il sied de rappeler que la mise en place des juridictions Gacaca est l’une des nombreuses solutions locales, conçues par les Rwandais eux-mêmes afin de résoudre leurs problèmes.

Le Concept « Ndi Umunyarwanda » est clairement différent de Juridictions Gacaca car ces dernières ont été mises en place pour juger plus de 2 millions de crimes de génocide sur une période de 10 ans alors que la justice classique aurait pris plus d’un siècle.

Contrairement aux juridictions Gacaca , « Ndi Umunyarwanda» est venu pour permettre d’avoir une compréhension commune entre les Rwandais à l’égard des politiques divisionnistes ayant culminé en 1994 par l’organisation et l’exécution du génocide contre les Tutsi.

Cette compréhension commune permettra certainement de faire barrage aux mauvaises idées ou perceptions inoculées dans les cœurs des Rwandais par des politiciens égoïstes durant des décennies.

Pour les adultes que nous sommes, «Ndi Umunyarwanda» sert d’outil pour l’examen de conscience objectif des différentes politiques mises en place avant l’indépendance jusqu’en 1994.

Cet examen de conscience est comme une analyse « coût et bénéfices » de l’idéologie ethnique ( Hutu ) », fondement des anciens régimes ayant conduit au génocide contre les Tutsis.

La seule condition pour réussir cette analyse est de parler ouvertement sans aucun tabou étant donné que la majeure partie de nous n’ étions pas des décideurs politiques.

Pour être plus clair, je prends 3 périodes de notre histoire récente : les années 1959, 1973 et 1994.

- En 1959, l’idéologie hutue était mure et pour la première fois, elle fut utilisée comme un atout politique afin d’accéder au pouvoir après avoir massacré des Tusti innocents, poussant les autres à l’exil.

La population utilisée ( Hutu ) n’a tiré aucun bénéfice des atrocités commises . Ils sont plutôt restés pauvres tout en ayant impacté négativement sur la cohésion sociale.

Le mois dernier, quand j’étais à Kigali, j’ai rencontré une dame dans un restaurant, elle était avec son mari, son fils , sa fille et ses petits enfants. Je suis allé à leur rencontre là où ils étaient assis parce que son fils est un de mes amis. La dame qui est aussi la mère de l’ambassadeur rwandais au Kenya m’a dit gentiment que mon défunt père l’a aidée à échapper aux atrocités commises contre les Tutsis en 1960. Cette histoire m’a été très agréable de savoir et je me suis senti si fier de mon père.

- En 1973, j’avais 10 ans quand Juvénal Habyarimana a pris le pouvoir par un coup d’Etat contre Grégoire Kayibanda. Même si j’étais un enfant, j’ai vu des boîtes d’allumettes distribuées par des militaires à la population Hutu afin de brûler les maisons des Tutsis. Les maisons ont été brûlées et les propriétaires et leurs familles ont fui le pays.

Pour moi, cela montre encore une fois combien l’idéologie hutu a été utilisée par Habyarimana et ses alliés dans le but de créer le chaos préalable à son coup d’Etat et prendre le pouvoir sous prétexte que le pays était sur le point de tomber dans le gouffre.

Il est très important de noter que cette idéologie hutu a été enseignée depuis l’école primaire. Je me souviens que chaque année scolaire, l’enseignant devait recenser combien de Hutus, de Tutsis, de Twas étaient dans sa classe en demandant à chaque groupe ethnique de lever la main.

Cet exercice qui se faisait chaque année était très dangereux dans la mesure où son objectif était de susciter la curiosité des élèves afin qu’ils puissent grandir avec un esprit biaisé.

- En 1991 avec l’avènement du multipartisme en Afrique, après le sommet ” France- Afrique ” tenu à La Baule en France, notre pays comme d’autres pays africains a opté pour le multipartisme.

Au début, trois principaux partis de l’opposition ont été créés: MDR , PSD et PL. Pour le parti MDR, ses dirigeants ont abandonné le mot « Parmehutu » mais c’était une stratégique parce qu’ils savaient que la population comprendra que c’est le Parmehutu qui renait de ses cendres.

Heureusement, en 1991 , les 3 partis (d’opposition) ont fait une coalition pour lutter contre le régime de Habyarimana . Un régime qui était discriminatoire, axé sur 2 angles principaux : ethnique et régional.

Lorsque le régime de Habyarimana s’est rendu compte que la coalition était devenue une menace réelle, en plus de la pression du FPR -Inkotanyi sur le plan militaire, l’idéologie hutu est revenu en divisant les 3 partis en faction Hutu constituées d’extrémistes dans chacun d’eux. Cette stratégie de division a joué un grand rôle dans l’exécution du génocide des Tutsis.

En conclusion, les politiciens ont bénéficié de cette idéologie hutu durant des années, mais la population n’a rien eu de bon en les aidant à la mettre en œuvre. Il est très important de s’éloigner de cette idéologie car certains politiciens extrémistes pensent encore que le soi-disant atout Hutu peut encore être utilisé pour arriver au pouvoir.

La seule façon de balayer devant la maison est de discuter ouvertement de cette question sans tergiversation.

En agissant ainsi, les générations à venir hériteront d’un pays uni. C’est pourquoi « Ndi Umunyarwanda » est, pour moi, une thérapie pour les adultes rwandais et une vaccination pour les générations futures.

Laissons-nous être guidés par une vision claire qui vise le bien-être de tous les Rwandais au lieu de l’idéologie ethnique sans espoir.

Every year on August 15, thousands flock to Kibeho in South Rwanda to experience the site where the Virgin Marry appeared. It is the only such place in the entire Africa

Thirteen years before the 1994 genocide that swept across Rwanda and left more than a million people dead, the Virgin Mary appeared to three young girls in the remote village of Kibeho located in Southern Rwanda.

Through these visionaries, Mary warned of the looming holocaust, which they assured could be averted if Rwandans opened their hearts to God and embraced His love.

After the genocide, and two decades of rigorous investigation, Our Lady of Kibeho became the first and only Vatican-approved Marian site in all of Africa. Kibeho has since grown into a pilgrimage site of choice for tens of thousands of faithfuls seeking redemption and cure from illness.

“My legs had been aching and I could hardly walk – so I came here [Kibeho] to seek God’s mercy,” said 40-year-old Générose Ntunzwenimana from Burundi, who was among thousands camped at the shrine ahead of Assumption Day, August 15.

“And it is incredible because I spent the night well, and I am getting better and better. It’s amazing.”

A Spanish book about Kibeho

Much like what happened at similar sites such as Fátima shrine in Portugal and Lourdes in France, the messengers of Kibeho were at first mocked and disbelieved. But as miracle after miracle occurred in the tiny village, tens of thousands of Rwandans journeyed to Kibeho to behold the apparitions.

For years, countless onlookers watched as the Mother and Son of God spoke through the eight seers about God’s love, sending messages that they insisted were meant not only for Rwandans, but for the entire world, to hear.

Various authors have taken inspiration after their pilgrimages to Kibeho. On shelves across Spain, you will find the book: “Nuestra Senora de Kibeho: Unmensaje del cielo al mundodesde el corazon de Africa” by Immaculée Ilibagiza. She made many pilgrimages to Kibeho both before and after the holocaust, personally witnessed true miracles, and spoke with a number of the visionaries themselves. What she has discovered will deeply touch your heart.

In July 2013, Indian pilgrims from Goa came to the site to pray and worship. Goa, an erstwhile Portuguese colony, was taken over by India in December 1961 through annexation, but has retained until today its largely Christian orientation.

Israel’s Jerusalem and Nazareth

However, there’s a growing business side to Kibeho’s main story of being a pilgrimage site, too. And it seems to be drawing much attention from the Rwandan government.

The sites are developing to the level of Israel’s Jerusalem and Nazareth, the two biblical cities with a flourishing religion-based tourism. Despite its rural nature, there is electricity and infrastructure facilities like hotels (Kibeho now has a couple of church-affiliated mini hotels), a paved road, shops selling craft, religious tools like chaplets, dotting this place.

Tour business has been heading to Kibeho. Seventh Wave Leisure Ltd, an Indian tour operator established in Rwanda, caters for visitors from different countries, organizing tours to Kibeho and other Rwandan sites on offer; the gorillas and historical sites.

The changing business atmosphere at Kibeho is confirmed by Jean de DieuNdabunguye, a 27-year-old motorcyclist, who said that his life has been changing ever since apparitions were reported at Kibeho.“I earn at least Rwf 8,000 [about $13] a day”, he said, thanks to the tourists influx.

“Look over there,” he said, pointing to other side of the road, “there are now buses that ply this route  every hour,” he added, super confident, as he parked alongside a dozen of his colleagues.

Even when there was genocide in Rwanda, and it is located in a volatile region, Rwanda is extremely secure and stable. Worldwide research published by US-based Gallup Groupin October 2012 shows that Rwanda is the only African country where citizens feel extremely safe.

Another separate global survey released a month earlier, also by Gallup, showed that women in Rwanda feel more safe and protected compared to many developed countries.

The survey listed the countries in which women are most likely to feel secure walking alone at night which include Georgia (90%), Rwanda (89%) and Singapore (88%) – in descending order.

Denmark readies to extradite genocide suspect Mbarushima

The Danish Supreme court has finally announced concrete plans of extraditing genocide suspect, Emmanuel Mbarushimana, who has been expected in Rwanda since last year.

This announcement confirms the previous decisions by City Court of ROSKILDE and Eastern High Court of Denmark In July 2012 when the Danish Supreme court promised to send the suspect to Rwanda to face charges of committing genocide in 1994.

Alain Mukuralinda, the Spokesman for the National Public Prosecution Authority (NPPA)  said, in a statement that the suspect had exhausted all ways of appeal in Denmark and it will now be upon the Danish Ministry of Justice to organize with the Government of Rwanda on when Mbarushimana should be extradited to face trial in Rwanda.

The 50 year old Mbarushimana is a former inspector of schools in Butare prefecture, now Huye District, in the southern province. He is accused of killing Tutsis civilians between April and May of 1994 at various road blocks, especially at Kabuye Hill in April 1994.

Mbarushimana is charged with genocide crimes, complicity in genocide, conspiracy to commit genocide, murder and extermination committed in the former Muganza Commune, in the Prefecture of Butare.

He has been living in the Scandinavian country since 2001, and was arrested at his home in Zealand region in December 2010. He has been in custody of Danish police since that time.

Rwanda’s Genocide Fugitive Tracking Unit (GFTU) had requested for Mbarushimana’s extradition in March 2012.

Earlier on, the head of GTFU, John Bosco Siboyintore had said that Rwanda was waiting for the Danish government to respond on the exact timeline and follow up on the request.

A big number Rwandan genocide suspects are considered to be living in European countries- especially:  France, Belgium, and the Netherlands, United Kingdom, Norway, Germany, Denmark, Sweden, Switzerland, Italy, and Finland. Others have also been reported in New Zealand, Canada and the USA.

While in Africa, many Genocide fugitives live in the Democratic Republic of Congo (DRC), Congo Brazaville, Zambia, Zimbabwe, Malawi, Mozambique, Kenya, Tanzania, and Uganda.

In the last few years, some of the suspects, like Leon Mugesera, Charles Bandora and Pastor Jean Uwinkindi, have been extradited and out of the 1092 files, 132 indictments and arrest warrants have been issued in 23 countries. Seven genocide fugitives have been brought to Rwanda to face justice in the last 18 years.

 Partner States eye EAC as a Single Tourist Destination

Tourism Ministers within the East African Community (EAC) together with the EAC Secretariat have voiced their will to have the region as a Single Tourist Destination.

The development came out on Wednesday, at a joint event at this year’s World Travel Market (WTM) in London, the UK.

According to officials at the function, the move is in line with EAC’s broader plan for a Common Market Protocol to allow the free movement of people, skills, goods and services – all of which go hand in hand with the expected slashing of non-tariff barriers.

That whole package is expected to make the hospitality and travel industry’s environment much more conducive among EAC Member States.

“The tourism sector has also started harmonizing hospitality services policies and laws in the region in preparation for full cooperation and to sustainably utilize our resources as a region”, said Hon. Maria Mutagamba, Uganda’s Minister of Tourism, Wildlife and Antiquities, hastening to add that the focus would be on quality, not quantity.

Minister Mutagamba, who is also Chairperson of the EAC Sectoral Council on Tourism and Wildlife Management, also said that EAC has now grown into a secure, safe destination for business opportunities.

At this annual event being held in London, EAC is showcasing stuff in areas ranging from its achievements and the way forward, safety and security. The meeting is also looking into how to ingeniously turn the region into a single tourist destination.

EAC’s Tourism Ministers resolved to use a positive outlook on the regional strategy to face off security challenges about EAC’s tourism destinations and urge for the creation of Tourism Trade Associations to foster a continued dialogue with all Commonwealth member countries and to advise Commonwealth member countries to notify the EAC Secretariat before publishing any travel warnings.

The UN peace keeping mission in DR Congo is coming under sustained pressure from Rwanda which accuses the 22,000 strong force of looking away as Rwandan rebels roam Congo’s jungles – and planning to attack Rwanda.

Rwanda’s envoy at the UN Eugene Richard Gasana has this week forcefully fired at the agency following the end of M23 rebel group which declared end to its rebellion. UN bureaucrats had put all their hope in the so called intervention brigade which fought alongside the Congolese army FARDC.

Today Friday at a UN Security Council session on the Responsibility to Protect (R2P) initiative, Gasana said it should not be held hostage of political interests of the Council’s permanent members. He was referring to the United States, UK, China, Russia and France.

“…we once again call upon permanent members to refrain from using the veto, especially in case of genocide, war crimes and crimes against humanity,” said Gasana. “It is unfortunate that perpetrators of the genocide in Rwanda, the FDLR, are still roaming freely in the east of the DR Congo.”

Rwanda’s diplomat says the Security Council has never held MONUSCO accountable, allowing the massively funded mission to do as it pleases including cases when it has not done anything on Rwandan FDLR militia group for past 13years.

According to the reviewed mandate, MONUSCO should begin targeting the FDLR to urge it demobilize and repatriate back home, or be forced to surrender, after the end of the M23. But there is growing skepticism in the region that MONUSCO could do anything of the kind.

The body said this week that it would begin deploying heavily along Rwanda’s border to prevent any FDLR entering into Rwanda with arms, a position that has been received with mixed feelings in Kigali. There are reports that thousands of FDLR have been fighting alongside FARDC, and have been given safe passage to Virunga Park as they prepare offensive on Rwanda.

Meanwhile, in Kigali, and through Gasana, government has warned that it would respond with “lethal force” should its territory be attacked from DR Congo.

The UN peacekeeping department has come under scrutiny as well due to the man heading it, Frenchman Hervé Ladsous. He was France’s UN envoy during the genocide against Tutsis in Rwanda. Observers say the adamancy with which he handled the Rwanda file, pushing away world attention which prevented intervention, is the same attitude he still maintains.

Critics have charged that the sole reason the intervention brigade was put in place was so France – through their son at the UN would be able to monitor Rwanda’s activities.

The African Development Bank Group President, Donald Kaberuka has been named as the 2013 African of the Year for his role in spearheading the Africa50 Fund to mobilize the financing of infrastructure projects in Africa.

The award was announced on November 8, in Addis Ababa during the African Media Leaders Forum. Kaberuka will receive a $50,000 cash award, courtesy of Nigeria’s Daily Trust newspaper.

The award will be presented at a ceremony slated for January 15 in Abuja. Last year’s African of the Year award went to former South African president Thabo Mbeki.

The Africa50 Fund, which seeks to leverage infrastructure financing for transformational development projects, was endorsed in May 2013 by African Finance Ministers during the Bank’s Annual Meetings in Marrakech.

Kaberuka has been at the frontier of ensuring the success of the projects and has said that putting in place the right infrastructure is crucial in Africa’s growth and GPD performance of each of the economies on the continent.

The Africa50 Fund is seen as the continent’s vehicle for facilitating large-scale mobilization of resources to unlock international private financing with a view to addressing Africa’s $45-billion infrastructure gap, according to some estimates.

Kaberuka says that the African Development Bank will play a lead role in the soliciting funds for the Africa 50 agenda and its success will boost Africa’s investment climate.

Salim Ahmed Salim, former Secretary-General of the Organization of African Unity (current African Union), said a game-changer in the delivery of infrastructure and Africa must take ownership of its development.

The 61year old Kaberuka was Rwandan Minister of Finance and Economic Planning between 1997 and 2005 before joining AfDB. He joined AfDB with a distinguished career in banking, international trade and development and government service.

Two FDLR commanders still blocked from returning to Rwanda

On return, FDRL rebels are demobilized and reintegrated in society: More than 12, 000 have repatriated in the last decade

After twenty days of being blocked from repatriating, Congolese army, FARDC last week finally allowed twenty-five of the FDLR rebels to come back home, but retained two Senior Commanders in the group.

According to sources, the officers in custody are Colonel Feredinand Bembabahizi and Captain Karege Tumusifu.

Colonel Bembabahizi is said to have been arrested in South Kivu on his way to Rwanda and is currently being detained at a DRC army camp in Bukavu while Captain Karege is detained against his will at a FARDC camp outside Goma in North Kivu.

It has been established that the two officers were detained by the Congolese army for daring to desert the FDLR a genocidal militia that is responsible for the 1994 Genocide against the Tutsi.

On November 6, 2013 is when the Congolese authorities allowed the twenty-five junior officers to return to Rwanda through the Rubavu border after they had been blocked by the Congolese immigration authorities arguing that they were too many to cross the border at once.

This incidence is one in many which show the working relationship between FARDC and FDLR which has been on various occasions described by Rwanda government as an open secret.

It also confirms that the Congolese government and the UN peacekeeping mission (MONUSCO) do not take Rwanda’s stability as an important thing which is why they continue working closely with the genocidal FDLR.

Since 2001, more than 12,000 FDLR rebels have voluntarily repatriated home, in a trend that has seen almost a daily flow of combatants. However, media reports show that since October 11, no combatants had been recorded by Rwandan authorities.

The Rwandan government has also continued to pile pressure on the UN peace keeping mission in DR Congo accusing it of looking away as Rwandan rebels roam Congo’s jungles – and planning to attack Rwanda.
