President Paul Kagame greets a section of Wharton Business School MBA student in Kigali on Friday

A delegation of 30 MBA students and their lecturers from Wharton University Business School in United States say that they are impressed by Rwanda’s rapid development in different sectors.

This was disclosed by the delegation head, Prof. Katherine Clein shortly after meeting President Paul Kagame at his office in Village Urugwiro today.

The 30-person delegation is in the country to undertake a course titled: “Conflict, Leadership and Change: Lessons from Rwanda.”

Speaking to journalists shortly after meeting the President, Prof. Katherine said that the delegation was honored to ask the President a range of questions especially in the sectors of leadership, conflict management as well as women empowerment.

“My impression about the progress in this country has changed. We had time to ask the President a number of things especially how this country has managed to unite its people…”

“We also asked him more about his impressive leadership style, women empowerement in this country and many others. My delegation was much impressed and students are still curious to know more about this country. We are overwhelmed by the successes we have witnessed and would love to see positive Rwandan future,” she said.

Other questions students asked the President included why and how did the genocide take place and mainly what stopped it, the leadership structures and policies that have led the country’s economic growth, recovery and current peace and security as well as the country’s hope for the future.

In an interview, Wall Rick Williams, a 2nd year MBA student who was part of the delegation said that he was delighted to get a clear picture different from what has been said about Rwanda in different media.

“It is my first time to be in Rwanda and I am incredibly excited by the opportunity to get a clear picture of the country. I expected to get a complicated story about the country but what I have seen is totally different.”

The Minister of education, Dr. Vincent Biruta who accompanied the delegation disclosed that part of the reason why the delegation decided to take lessons from Rwanda was mainly the country’s unique leadership style inspired by President Kagame.

“This is the 3rd time this University has sent students to take lessons from Rwanda. They do this mainly due to the country’s leadership.”

Gen Kabarebe on Karegeya When you choose to be dog, you die like dog

Defense minister General James Kabarebe has joined other Rwandan officials in sending a hardline tone following the death of Patrick Karegeya, whose body was allegedly found in a hotel room in a Johannesburg suburb on 1st January.

Equating Karegeya to “trash”, Gen Kabarebe said a normal person cannot decide to leave a country like Rwanda which has the kind of security and development prevailing, to go into exile. The Defense Minister was speaking at Ndi Umunyarwanda event in Rubavu district, North West Rwanda – bordering DRC.

“Do not waste your time on reports that so and so was strangled with a rope on flat 7 in whatever country,” said Kabarebe, according to Kigali Today, a Kinyarwanda news site in Rwanda.

He added: “When you choose to be a dog, you die like a dog, and the cleaners will wipe away the trash so that it does not stink for them. Actually, such consequences are faced by those who have chosen such a path. There is nothing we can do about it, and we should not be interrogated over it.”

Gen Kabarebe urged the local population to continue with their daily activities and disregard the rumours being propagated, in apparent reference to rumour that was spread on Thursday and Friday from DR Congo that President Paul Kagame had passed on. The information was falsely spread by a Congolese blog based on a fake obituary published on another website in France.

Minister Kabarebe said the people of Rubavu should take the lead in ensuring the security of the nation by preventing any infiltrations from DRC. He also urged them not to emulate the bad behaviors known among Congolese.

Meanwhile, Kigali Today also reports that at the same event, the local population repeatedly asked the Minister that they would like President Kagame to visit the area as soon as possible to show the Congolese that Rwanda’s leadership cannot be wished away.

Gen Kabarebe’s comments come after those of Foreign Minister Louise Mushikiwabo who said nobody in Rwanda will miss Patrick Karegeya, a former intelligence official.

Imihigo yose hamwe y’umurenge igera kuri 40. Umuhigo w’ubuhinzi bwa kawa n’icyayi ni umwe mu mihigo ikiri inyuma. Raporo iheruka igaragaza ko umurenge wari wiyemeje guhinga icyayi ku buso bungana na hegitari 75 ariko ahamaze guhingwa icyayi muri uyu mwaka hakaba hangana na hegitari eshanu gusa.  Ngo biyemeje no gutera kawa kuri hegitari 110, ariko ahamaze guterwa kawa ni kuri hegitari 15 honyine. Munyamahoro yasobanuye ko babanje gutegereza ko ingemwe zikura, none ubu ingemwe zikaba zaramaze gutegurwa, igisigaye ngo ni ugutangira kuzihinga.

Ku buhinzi bw’ibigori, umurenge wateganyije kubihinga kuri hegitari 825, bakaba bamaze guhinga hegitari 551. Izi hegitari ngo bazihinze mu gihembwe kimwe, ku buryo bizeye ko izindi na zo bazazihinga mu gihembwe kigiye gukurikiraho.

Muri uyu mwaka w’imihigo wa 2013/2014, umurenge wiyemeje guhinga ibishyimbo ku buso bungana na hegitari 987, none bamaze guhinga 495, izisigaye ngo bakaba bazazihinga mu gihembwe kigiye gukurikiraho. Icyakora mu bishyimbo habayemo n’ikibazo cy’uko byagiye byuma bitewe n’izuba ryabaye ryinshi muri iki gihembwe. Umuhigo wo kubaka Biogaz ni umwe mu mihigo ifite ibibazo kuko bari bahize ko bazubaka biogaz eshatu hifashishijwe amafaranga yagombaga gutangwa na World Vision nk’umufatanyabikorwa, ariko ayo mafaranga akaba ataraboneka.  Abantu batatu bagombaga kubakirwa biogaz ngo barateguwe, ndetse uruhare rwabo bagombaga kwishakira bararutanga, hakaba hategerejwe amafaranga y’umufatanyabikorwa ari we World Vision.

Imihigo ya World Vision igaragara ko ikiri inyuma kuko hari n’undi muhigo umurenge wari wahize wo gutanga inka 66 muri gahunda yo korozanya, ariko isoko rikaba ritaratangwa. Inka zimaze gutangwa ni 19 gusa zikaba zigizwe ahanini n’iz’aborojwe mbere zabyaye bakaziturira abandi.

Umwaka w’imihigo ushize wa 2012/2013, umurenge wa Mushubati waje ku mwanya wa cumi mu mirenge cumi n’itatu igize akarere ka Rutsiro mu kwesa imihigo, n’amanota ari munsi ya 80%.

m_French broadcaster RFI fabricates Kagame’s quotes

Sonia Rolley, the source of the story, is accused by her attackers of promoting her personal agenda using RFI platform

France’s state funded broadcaster RFI has fabricated quotes from a speech delivered by President Paul Kagame at the annual breakfast prayer yesterday in which he apparently mentions Patrick Karegeya by name, when in fact no names where cited.

At the event, President Kagame made strong comments about people he said “betray” Rwanda, and that some countries which support such people have committed more grave crimes. However, the President did not mention any names or countries during the speech.

But according to RFI, he said as quoted from the screenshot below:

In translation, he is quoted as saying: “Those who accuse us of being responsible for the death of Patrick Karegeya have done the same a thousand times more to defend their nations”

The President did not mention any names during his hour long speech that is widely accessible online. The story was submitted by French journalist Sonia Rolley who has been accused on social media by people who seem to be Rwandans of allowing her personal relationship with Patrick Karegeya to cloud her professional career.

Since the death of Patrick Karegeya, a former spy chief in Rwanda, whose body was found at a hotel in South Africa, the French broadcaster has taken particular interest in the story. There have been daily online and on air updates. Sonia Rolley has interviewed Karegeya and his colleague Kayumba Nyamwasa several times. And all the stories about the issue have been from the reporter.

In 2006, Sonia Rolley was expelled from Rwanda, and RFI signal switched off at the time, as relations between Kigali and Paris hit a low end over indictments by a French judge targeting senior Rwandan officials. RFI broadcasts have since returned but Rolley has never set foot in Rwanda again.

Over the years, Rolley has maintained a constant coverage of exiled opposition politicians. The most recent case is where she travelled to South Africa specifically to cover the attempted murder case of Kayumba Nyamwasa. She had lengthy interviews with Karegeya and Kayumba over the French indictments.

On social media, her attackers have accused her of having a personal agenda in the Karegeya affair, and taking advantage of RFI to publicize the agenda.

Her case however is not alone. Several other media have used the Kagame speech to suggest that he confirmed responsibility for the murder of Karageya. South Africa’s biggest daily ‘Mail and Guardian’ in writing about the speech tried to push the South African government to feel directly attacked and respond.

But the South African department of international relations and cooperation dismissed the paper’s version of the speech. Spokesman Clayson Monyela said he was aware of President Kagame’s remarks but these had no bearing on diplomatic ties between South Africa and Rwanda, and declined to comment.

President Kagame did not name “any individual or country” in his remarks on Sunday, and South Africa would not “second guess any head of state”, the paper quoted him as saying.

“The incident that happened in Johannesburg is being investigated by the police and we are all awaiting the outcome of that investigation. But we are not going to second guess any head of state; we don’t conduct diplomacy like that,” added Monyela.

L’armée française au Rwanda

Il y a 20 ans, en décembre 1993, les soldats français de l’opération Noroît quittaient officiellement le Rwanda. Déployée en octobre 1990 à la suite d’une demande de soutien du président rwandais Habyarimana à François Mitterand, cette opération est allée bien au-delà de la simple protection des ressortissants européens et a permis au régime rwandais de se maintenir… jusqu’à la mise en oeuvre du génocide des Tutsi.

Dans un télégramme diplomatique du 14 décembre 1993, l’ambassadeur français au Rwanda, Jean-Michel Marlaud présente ce retrait comme un signe que la France est attachée au respect des accords de paix d’Arusha.

En effet, ces accords conclus entre le régime rwandais et le FPR imposent le « retrait des troupes étrangères » du Rwanda. Mais ce retrait intervient avec plus d’un an de retard, puisqu’il était censé s’effectuer dès août 1992. En fait, un accord de cessez-le-feu de mars 1991 prévoyait déjà ce retrait, deux ans et demi plus tôt…

Ce retard n’a rien d’anodin car dans l’intervalle, l’opération Noroît, bien au-delà de la mission affichée de protection des ressortissants étrangers, a servi à renforcer le régime rwandais en place, formant notamment les Forces Armées Rwandaises (FAR), leur fournissant du renseignement. De plus, en février et mars 1993, c’est dans le cadre de Noroît qu’est conduite l’opération Chimère visant à stopper une offensive du FPR, ce qui, selon les députés français eux-mêmes, constitue un cap que l’armée française « n’aurait pas dû passer ». Durant cette opération, les Français ont « commandé indirectement » une « armée d’environ 20.000 hommes » : les forces du régime rwandais alors en déroute. Selon le président Habyarimana lui-même, l’aide de la France «  a été essentielle pour empêcher une victoire militaire du FPR ».

Le télégramme de Jean-Michel Marlaud, cité précédemment, rapporte d’ailleurs les critiques de la Première ministre démocrate Agathe Uwilingiyimana « selon laquelle Noroît aurait été au Rwanda pour défendre le seul président » Habyarimana.

En décembre 1993, le projet génocidaire est déjà en marche : des officiers des FAR anonymes alertent,dans une lettre à la mission des Nations unies, de l’existence d’un «  plan machiavélique du Président Habyarimana » suivant lequel des massacres « sont en train de se préparer et devront s’étendre sur toutes les régions du pays à commencer par les régions dites à forte concentration de l’ethnie Tutsi [...] Cette stratégie vise à faire croire à l’opinion qu’il s’agit de troubles à caractère ethnique et ainsi inciter le FPR, comme ce fut le cas en février 1993, à violer le cessez-le-feu, ce qui servirait de prétexte à la reprise généralisée des hostilités ». Selon cette lettre, l’élimination de responsables politiques favorables aux accords de paix est programmée, en particulier celle du Premier ministre pressenti.

Dans le même temps, la distribution d’armes aux milices civiles par les FAR se poursuit. Cette stratégie, désignée sous le terme de « Défense civile » par les responsables rwandais, reprend manifestement la méthode de formation de groupes armés au sein de la population prônée par la doctrine de guerre contre-insurrectionnelle, théorisée puis enseignée par les penseurs militaires français.

Enfin, le retrait des forces françaises en décembre 1993 n’est pas complet, puisque plusieurs dizaines de coopérants militaires restent au Rwanda. Mais une note du renseignement belge du 23 décembre 1993 indique que «  plusieurs autres militaires [français] stationneraient en civil » et précise notamment qu’un groupe du 13ème RDP continue de circuler « en tenue ». En cette fin d’année 1993, la France ne respecte donc toujours pas les accords de paix et continue de soutenir le régime qui est en train d’organiser le génocide des Tutsi.

Ex-Czech envoy accuses Boutros-Ghali of not sharing ‘Genocide Fax’

Boutros Boutros-Ghali, the former UN Secretary General during the genocide in Rwanda, did not share with the Security Council the so call “Genocide Fax” sent by the UN mission in Kigali, according to the Czech ambassador at the time.

Karel Kovanda, in a letter published in The New York Times writes that the coded Fax sent by Canadian Brig. Gen. Roméo Dallaire “was never shared with the United Nations Security Council in any way.”

The fax was sent on 11 January 1994 warning of an “anti-Tutsi extermination” plot prepared from the highest levels of government at the time. Egyptian Boutros-Ghali has maintained that the fax was given to the Security Council. But the Czech ambassador at the time disputes claim.

“Since I was president of the Security Council when the fax arrived, I confronted the secretary general on this issue toward the end of 1995,” says Kovanda.

“In a subsequent meeting also attended by Chinmaya Garekhan of the United Nations Secretariat, a right-hand man of Mr. Boutros-Ghali’s, the secretary general stuck to his position. In the end, however, Mr. Boutros-Ghali conceded that the Americans, at least, had been informed — which in his view should have been enough as far as the Security Council was concerned. It wasn’t.”

Michael Dobbs, from the United States Holocaust Memorial Museum and the US National Security Archive wrote last week in the same paper that the refusal by UN officials to approve the General Dallaire’s plan for raids on suspected arms caches has been widely condemned as paving the way for one of the worst genocides since the Holocaust. Evidence submitted to the International Criminal Tribunal for Rwanda, some of it still under seal, reveals a murkier, more complicated situation than has often been portrayed.

The ex- Czech diplomat says engaging in “what-if” history is rarely fruitful. “But if the Security Council had been aware of Brig. Gen. Roméo Dallaire’s views on the impending genocide, it would at least have had a chance to react — and history might have taken a vastly different turn.”

Rwanda economy tops $10billion with 23% growth

Rwanda’s total production grew by more than 23pct in third quarter of last year compared to quarter 1 – adding more than Rwf 1.2trillion to the country’s GDP in three months, according to figures from the National Institute of Statistics.

By end of Q1 of 2013, Rwanda’s GDP had reached Rwf 5.4trillion ($8.7bn), but by end of the Q3, the economy was Rwf 6.7trillion. At current rate of the dollar rate, the new GDP figures translate to more than US$10billion.

The data is published in the Quarterly Gross Domestic Product bulletin released on Tuesday. It shows that in Q3 alone, the economy added Rwf1.25trillion worth of production.

The service sector remains the biggest contributor to economic growth. It contributed 43 percent of GDP compared to 33 percent by the Agriculture sector. The remainder or 16 percent was attributable to the Industry sector and 6 percent as adjustment, the data shows.

In the year 2000, Rwanda’s GDP was at Rwf 1.066trillion. Nine years later, it had grown to Rwf 2.99 trillion. In the 2010-11 period, according to figures from the National Institute of Statistics, the country’s production capacity reached Rwf 3.9 trillion (approx. US$5.5billion).

GDP is the total value of the goods and services produced by all sectors of the economy; agriculture, manufacturing, energy, construction, the service sector and government. This means that when you compared Rwanda’s economy 13 years ago to today, it has expended more than 600 percent.

RDF Peacekeepers in pre-deployment military exercise awaiting taking-off to CAR

The first batch of RDF infantry Mechanised battalion of peacekeepers on Thursday was airlifted to the Central African Republic (CAR) for peace keeping mission.

The heavily armed peacekeepers that departed at around 9:35am aboard US Air force C-17 from Kigali International Airport to CAR are part of the 850 personnel under the command of Lt Col Jean Paul Karangwa that will be sent to the war torn country.
The departure was witnessed by top RDF leaders led by Chief of Defense Forces, Gen.Patrick Nyamvumba and US ambassador to Rwanda, Donald W. Koran.
Speaking to journalists, RDF spokesperson Brig.Gen Joseph Nzabamwita said that the battalion of peacekeepers going to CAR is different from other RDF peacekeepers around the World, based on the situation in CAR.
“We are sending an infantry mechanized battalion of peacekeepers who are heavily armed with weapons. Their mandate is to operate under Chapter VII of the United Nations Charter and this means that they will be charged with protecting the population, restoring peace and disarming the enemy-which will in some cases involve the use of weapons,” he said.
Peacekeeping and the 20th commemoration of genocide

In an interview with journalists, RDF spokesperson Brig.Gen.Joseph Nzabamwita said that the deployment of RDF peacekeepers to CAR has a hand in the ongoing 20th commemoration of the 1994 genocide against Tutsi.

“While the World abandoned Rwandans when they were going through a horrific genocide but later liberated themselves, the deployment of RDF peacekeepers during the 20th commemoration of genocide against Tutsi sends a clear picture to the World that Rwandans are determined to lend a helping hand in peace keeping missions around the World. Our mission is to protect people from suffering within and outside the country,” he said.

The deployment follows a request by the African Union to the Republic of Rwanda for peacekeeping contribution to MISCA in order to achieve its mandate to:

Protect civilians, restore security and public order; stabilise the country and restore state authority; support reform and restructuring of the defence and security; and create conducive conditions to the provision of humanitarian assistance to the population in need.

Rwandan deployment to MISCA follows a decision of the Peace and Security Council (PSC) of African Union held on 19 July 2013 and the United Nations Security Council’s Resolution 2017 (2013) of 5 December 2013 which authorised the establishment and deployment of MISCA.

Within a period of 20 days, according to RDF spokesperson, the US Military aircraft (C-17) will airlift the 850 peacekeepers to Bangui.

RDF hails Rwanda-US relations

The communiqué from RDF quotes Chief of Defence Staff Gen. Patrick Nyamvumba as saying that “The existing cooperation between Rwanda and the US Government in Peacekeeping Operations is a cornerstone for concerted efforts to ensure that peace and security is restored in the region and beyond. Rwanda Defence Force reiterates its sincere gratitude to the US for the invaluable support in providing strategic airlift and associated logistic support for the deployment of the Peacekeeping Force to CAR.”

The US ambassador to Rwanda, Donald W. Koran said that the cooperation between the United States and Rwanda is just the latest example of the strongest peacekeeping relationships in the region.

“The United States government is pleased to work with Rwanda on our shared goal of making sure the people of Central African Republic have a chance to live safe, secure and productive lives,” he said.

Although MISCA is a new mission, the RDF continues to participate in other missions under African Union-United Nations Hybrid Mission in Darfur (UNAMID), United Nations Mission in South Sudan (UNMISS), United Nations Multidimensional Integrated Stabilisation Mission in Mali (MINUSMA) and United Nations Interim Security Force for Abyei (UNISFA).

Rwanda currently maintains more than 4,000 peacekeepers in various missions and is presently ranked the 6th biggest troop contributor in peacekeeping operations in the world.

 

Rusizi: District administration advised on accountability

Rusizi district council has advised the administration to focus on the more important developmental activities when budgeting for the district funds.

This comes after the economic commission revealed that some activities that are funded are not so much important than residents’ development. The unnecessary costs include work tours and worker transport fees among others.

Symphorien Kamanzi, president of the district council explained to the district authorities that spending much does not guarantee achievement but a good plan does.

Cutting on the unnecessary costs is expected to speed up the district’s development since money will be channeled to more important projects.

Somewhere on the outskirts of Butare town, Southern Rwanda, is a paved floor, iron sheet-roofed, electricity- and clean water-supplied house, a description of  somewhat a house of a well-off family.

However, the occupants of the house – a woman, her daughter and a son – have all, in different ways, lived and survived one of the worst atrocities of Rwanda’s 1994 Genocide against Tutsi, which is rape.

“Everybody is the architect of his future. And for me, unless for the unexpected, my future will be bright”, said Robert – not his real name – with a broad smile.

19-year-old Robert, now a senior six high school student, was born out of his mother’s gang rape during the 1994 Genocide against Tutsi. And as he grew up, he has known only one parent − his mother.

“There has been considerable development in our country [Rwanda] since the Genocide. Now, one can go with a panctual bus traveling agency while heading to Kigali [the capital], whereas many years ago, during my mother’s time, I hear people used to trek all the way up to Kigali”, added Robert, smile still on his face.

As a bitter legacy of the Genocide as Robert is, he ironically knows little about it − apparently he has no fresh memory, that is – and possibly this accounts for who he is now: a humorous, straight-thinking, hopeful and determined young boy.

“As I grew up, I kept asking about my father. Mom promised me to tell me about my father when I reach primary six [about 12 years]. And when that time came, she told me her horrendous gang rape story. As a result, I couldn’t know who my real father is. And mom’s openness to me and her awful accounts instilled in me even much love for her”, said Robert, now at home and also on an internship programme nearby.

“At school, we learn about the Genocide. And during the Genocide commemoration period, I learn even more from different first-hand testimonies of what happened in 1994”, said the youthful Robert whose dream is to become a leader one day.

Robert’s step-sister, 25-year-old Nancy – not her real name either −, is also upbeat. She is now a third year university student – roughly one year shy of her degree.

During the Genocide, Nancy was just five years old. Raped alongside her mother in exchange for their lives, they, one after another, unbelievably escaped from their rapists.

The mother, lived in hiding for weeks before making it to an RPA (Rwanda Patriotic Army)-held territory in 1994.

Nancy, her mother said, escaped from her rapist as well days later, got picked up by a Good Samaritan family with whom she fled to Burundi, before being re-united with her mother in 1995 thanks to the Red Cross.

“I was kept in one house being raped as I heard my daughter [Nancy] screaming while being raped in another house in the same compound. It went on for days until it became too much for me to bear. And then I said to myself, ‘this is death already and I don’t want to see my daughter die’”, said the mother of the family.

“I decided to escape and die elsewhere instead of dying while hearing my daughter die as well”, she added – something that, instead, turned to be her way of surviving the Genocide and sparked courage to escape for her daughter.

Nancy declined to talk about her rape, but she offered to talk a little bit about her deceased father – killed in the early days of the Genocide.

“My father was a very rich businessman”, recalls Nancy. “He even had a car”.

Neither Nancy nor her mother knows the whereabouts of her rapist(s). Not even for the one(s) who killed Nancy’s father, Margaret’s true husband. But Nancy has a message to any of them.

“If ever they are still alive, I don’t feel like I can do them any harm now. Maybe if it were like some years back, when I was still grief-stricken, I could make sure they were put in prison. But now, I can even forgive them if they come to me and ask for forgiveness”, said Nancy.

“What else can I do for them really? They cannot bring back my father”, she added.

The mother of the family is now a member of a local women’s association for Genocide survivors, dealing with agriculture and bee-rearing. And with this, she is able to sustain her family – of course, up until recently at least, with some support – provided to Genocide survivors − from the Rwandan government through the survivors fund FARG.

“We aim to have an even better life. We have gone through terrible moments, granted, but we have now made a laudable step forward. We even try to help those few among us who are still weak”, she narrated, seated on a traditional made carpet as she carefully sorted out beans seeds for the upcoming farming season.

Twenty years on after the Genocide claimed over a million innocent lives – according to Rwanda’s official records −, many families like this one are still searching for the remains of their dead relatives for a decent burial in vain.

Also, young people like Robert are − everyday of their life living with one main, troubling question that will never ever be answered: “Who is my father?”

But in this family on the outskirts of Butare town, there is also another picture – of people who know well that they cannot change anything about their bitter past, but are very sure that there is one thing they can make even brighter: their future.

Rwanda to host regional traffic center

A new East African Community (EAC) regional traffic excellence center is due to be established in Rwanda as a way of enhancing regional integration and using Rwanda as an example in managing the center.

Rwanda National Police (RNP) has been put in charge of the new centre of excellence which will be responsible for innovation, research and capacity building of Police officers in EAC in road traffic-related initiatives.

A team of experts from the EAC member states visited Rwanda National Police General Headquarters in Kacyiru on January 20, to assess the process in the establishment of the Traffic Management (TM) Regional Centre of Excellence.

According to Rwanda’s Inspector General of Police (IGP) Emmanuel K. Gasana Rwanda is prepared and ready to host the centre to support each other in building a regional force, that is well equipped and properly managed and productive.

The head of the delegation, Burundi Assistant Commissioner of Police Kaguta Bazirakye, also head of Peace and Security at the EAC secretariat said the EAC is impressed with the Rwanda National Police’s implementation progress and what has been achieved.

“Rwanda National Police is special; they are doing a wonderful job. Rwanda has all it takes to host the centre and Police will help move it to the highest horizon,” said Bazirakye.

Though police forces in the EAC region are listed among the most corrupt public institutions, according to a transparence International report in 2013, the Rwanda national police is believed to be at the lead of cleaning up its records.

IGP Gasana says that Rwanda has dealt with the issue of corruption with zero tolerance in its force, adding that putting in place service facilities, capacity building and training of officers has been vital in strengthening the force.

Today, Rwanda has established a motor vehicle inspection center and Gishari Integrated Polytechnic as some of the strategies in place to check on the mechanical faults of cars and give skills to officers.

The Rwanda police force also owns a mobile test lane and is in the process to open other five centers in different parts of the country- and soon one will be able to get a driving permit within 48 hours and Gasana says that these initiatives will make the Traffic Management Centre a vibrant one.
